Can it make a new deck from nothing?

It can work on any presentation you point it at, so the pattern that gives the best result is to duplicate your own template and hand it the copy. That is not really a workaround — a deck generated with no template inherits none of your typography, spacing or section structure, and fixing that afterwards takes longer than starting from the template did.

Will it preserve my layouts and theme?

It edits the presentation in place, so your theme, masters and layouts are what the edited slides use. Ask for content changes rather than design ones — rewriting a slide’s text is something it does well, and rebuilding a slide’s arrangement is something you will want to do yourself.

Why can it not find the deck by name?

Because searching Drive by name means read access to your entire Drive, a far wider permission than editing one presentation. We took the narrower grant deliberately. The cost is that you paste a link; the benefit is that the connector cannot see files you never mentioned.

Give it the presentation’s link rather than its name. Like Sheets and Docs, the connector deliberately does not ask for permission to search your Google Drive, so it can open any deck you point it at but cannot go looking for “last quarter’s review”.
